I suggest changing the wording on the above sign to be more effective:
"Mobile has Decided to STOP its Storm Water Pollution.
If Roadside Littering Continues, Mobile's City and County
Sales taxes will each be raised by 2 cents in 2014
to fund the workforce needed to remove your daily litter.
Some roads will have to be temporarily closed
during the Daily Litter Removal for the safety of the workers.
It is your choice. Stop the Littering or Pay."
That will get the people's attention.
That will cause a change of habits.
Or That will pay for the workforce necessary to keep Mobile Clean.

If you were serious about keeping Mobile's Rain Water Pure, you would:
Require Automobile Inspections to make owners stop fluid leaks.
Require First Flush Filtering Storm Water Inlets be installed to replace old non-filtering inlets.
Require trash collectors to pick up loose trash from around their dumpsters.
Require City trash collectors to pick up the trash they drop while picking up weekly garbage.
Require the City to regularly remove trash from their trash impaired waterways.
Require Businesses Property Owners to keep their property free of litter.
Require Residential Property Owners to keep their property free of litter.
Oops, we already have the last two rules in City and County Litter Codes.
The City and County Litter Codes are just not very well enforced.

Take a walk behind just about any strip Mall or Shopping Center and
you'll likely see loose trash scattered all over like in the bottom three photos.
Prevent Storm Water Pollution? Get rid of the leaders who waste money on stupid ass signs.
How may people does the City have removing trash from polluted waterways every day? Zero.
Just look around. The City doesn't really care about clean storm water. Nuff Said.
